Artifact {4}

Will of the council — At the beginning of your upkeep, starting with you, each player votes for carnage or homage. If carnage gets more votes, sacrifice this artifact and destroy all nonland permanents. If homage gets more votes or the vote is tied, draw a card.

Preliminary points

This card's points are preliminary. Our assignment of points is derived from EDHREC data, which contains information about players' decks from the most recent two years. To be compared fairly to older cards, we need a full two years of data for a new card. Until then, a card's points may move up or down. We re-evaluate cards on a quarterly basis each year.
